T-Water (EEC) Co., Ltd. acknowledges the government’s policy designating the three Eastern provinces—Chonburi, Rayong, and Chachoengsao as the Eastern Economic Corridor (EEC). The Thai Government established the EEC as a special economic zone to promote industrial development and investment, aiming to enhance economic capacity and upgrade infrastructure development, especially in the industrial manufacturing sector and advanced technology development. However, water scarcity in the region has prevented development from reaching its targets.
T-Water (EEC) Co., Ltd. has obtained a Type 3 water utilization license for 80 million cubic meters per year by the Royal Irrigation Department, following the approval of the National Water Resources Committee (NWRC) on May 26, 2025. This authorization allows the company to manage and continuously supply water to the lower part of Chachoengsao and onward to the northern part of Chonburi, following the alignment of National Highways No. 304 and 331. This is intended to support the expansion of the industrial sector in the Eastern Economic Corridor (EEC) without affecting local communities.
Reservoirs are limited
As a result, some areas experience flooding during the rainy season, and a large volume of water flows unused into the sea.
Laterite Pit Network "Kaem Ling"
Utilizing existing old laterite pits in the area for water retention helps mitigate flooding and allows the water to be used beneficially.
New Water Source for Chachoengsao

Water Pipeline Network and Land Price Trends in the EEC
Water scarcity in the area is caused by limited water soruces volume while the population is increasing at a very high rate.
From the Water Grid map in the EEC area, it is evident that almost the entire water pipeline network is located within Chonburi and Rayong along the coastal areas. This configuration was designed to meet the water demands of factories and industrial estates built in those locations, a legacy of the Eastern Seaboard Development Program that pioneered industrialization over 30 years ago. Currently, these areas have dense populations and industrial estates, leading to soaring prices for undeveloped land and the problem of limited water sources. This is because they primarily rely on local reservoirs, which have a finite water supply while the population continues to increase at a very high rate.
As a result of these problems, the industrial sector has begun searching for new areas with suitable fundamental factors: proximity to ports and airports, a good road network, and utilities capable of supporting industry. It is evident that the area along Highway No. 304 and 331, extending toward Plaeng Yao and Phanom Sarakham Districts in Chachoengsao is suitable. However, this area currently lacks a water network that can supply the industrial sector adequately and sustainably. Our project is perfectly positioned to fill this essential gap.

T-Water (EEC) Co., Ltd. has recognized the issues constraining the expansion of the industrial sector in the EEC area. This constraint arises because industry must rely on the region’s limited reservoirs, while rapid urban expansion significantly increases the demand for municipal water supply. This situation inevitably leads to water shortages. Therefore, without the introduction of a new raw water source, the water scarcity problem for both the industrial sector and communities is certain and unavoidable.

T-Water (EEC) Co., Ltd. has thus developed a water management project that will divert water from an abundant source. The project includes a new water supply of 80 million cubic meters per year and a pipeline network totaling over 100 kilometers in length. This water will be stored in the Company’s reservoir network located in the bordering areas of Phanom Sarakham and Plaeng Yao Districts, Chachoengsao.
This setup enables the distribution of water to users via the Company’s transmission pipeline network, which will be laid along Highways No. 304 and 331. The system is capable of serving users on both sides of the roads, extending from Phanom Sarakham and Plaeng Yao Districts in Chachoengsao all the way to Ban Bueng and Nong Yai Districts in Chonburi. This provides sustainable support for new industrial areas with high potential, without impacting the public or the environment.
T-Water (EEC) Co., Ltd. has been authorized to lay the water pipeline network along main roads, starting from KM 31.498 to KM 46.770 of Highway No. 344 in Nong Yai District, Chonburi. It then joins Highway No. 331 from KM 63.449 in Ban Bueng District, passing through Phanat Nikhom, Nong Hiang, and Ban Pho Districts before entering Plaeng Yao District in Chachoengsao, and finally ending at KM 131.605 in Phanom Sarakham District, Chachoengsao.
Our company also received permission to lay the water pipes along the local administrative organization roads in Pak Nam Sub-district (Bang Khla District) and Muang Mai Sub-district (Ratchasan District), crossing Highway No. 304 and extending to Nong Haen Sub-district, Phanom Sarakham District, Chachoengsao, which is the main location of the Company’s reservoir network. The total length of the pipeline alignment is over 100 kilometers.
